The Division of Capitol Police has taken a giant step into the future with the creation of our comprehensive strategic plan. Following closely on our 2010 accreditation by the Virginia Law Enforcement Professional Standards Commission, the Division identified specific goals, objectives, initiatives and measurements that will help guide our course and provide focus to our service to the Commonwealth and her citizens. We utilized a highly participative and transparent process to identify goals that we believe are essential to our mission as an agency. In order to provide an unbiased evaluation of our service delivery, we solicited input from our stakeholders at all levels, internal and external, through surveys, interviews and focus groups. Information was gathered that provided insight into our strengths, weaknesses, opportunities and threats. Implementation teams have been assigned to each of our five primary goals in order to define, plan, implement and measure initiatives and activities associated with incorporating the plan into the Division’s daily performance. The Capitol Police strategic plan is an ongoing effort. Annual review and revision will insure we perform our duties with new and challenging initiatives to meet new and challenging demands on our service delivery. We believe our strategic plan will provide a roadmap as we live up to our mission statement and fundamental reason for existence. Progress on the five primary goals include:

Solicit and Act on Employee Suggestions
The Division’s Implementation Team has created the Employee Suggestion Program (ESP). The ESP provides employees with an opportunity to contribute innovative and creative ideas for improving Division operations. A suggestion must call attention to a specific problem, and must include a specific solution in order to be eligible.

Develop a Skills Bank
The Division employees completed a skills survey and that information is being verified against the training records. Submissions will be reviewed to ensure complete participation.
Reduce Accrued Leave Liability by 5%
The accrued leave liability has been reduced by 5% and will be maintained at that level.

Develop Alternative Staffing Programs to Include a Police Auxiliary Program
Alternative staffing programs have been research with policies written. At this time the Department of Criminal Justice Services (DCJS) needs to make a determination of what standards apply to various auxiliary police programs.
Develop Policies and Procedures that Ensure Screening Competency and Consistency
Policies and procedures to ensure screening competency and consistency have been developed and are ready to begin the testing phase.
Improve the Existing Process by Establishing Clear Protocols for Reporting and Resolving Security Concerns
The process for reporting and resolving security concerns has been improved by the establishment of clear protocols at all posts.
Expand the EMT Program
The EMT program has five new members with the recent completion of training and certification.

Provide Employees with Historical Resources to Enhance Visitor Interaction
New employees now receive a customized tour of the Capitol and grounds to better prepare them to assist visitors to Capitol Square. In addition, a Capitol Square Visitor Information binder has been placed on each post as a resource for frequently asked questions, along with a packet containing maps and brochures for visitors.
Extensive research was conducted on the history of the Public Guard (as it was known in 1618 Jamestown) to its present day organization as the Division of Capitol Police.
Increase the Visibility of DCP
As part of an ongoing initiative, the Division has been featured in recent articles appearing in the Capitol Connections magazine. A color brochure, Strategic Planning Roadmap, was produced identifying the goals that the agency strives to achieve. Future plans include a Capitol Police Open House that will be available to the public.
